Drought and Demand: Potential for Improving the Management of Future Droughts

The objective of this study was to identify improvements or clarifications that could be made to existing regulations and legislation to improve the management of future droughts.

Current legislation relevant to the management of demand in times of drought was reviewed, and relationships between regulators, water companies and customers during drought were explored using structured telephone interviews and correspondence.

This study found that companies' and regulators' interpretation of current legislation differs. Development of an Industry Code of Practice governing demand restrictions during droughts is recommended. This should include guidelines on what a company can and cannot include in a hosepipe ban and which customers are affected.
